This was a cute tie in for the Detective Pikachu movie and/or game. Its a unique hat shape compared to some of the other costume Pikachu. I'm not sure if you could evolve this one or not, I'm guessing no. Detective Pikachu in the game does have a slightly darker fur color, which shiny colors suit even though the one in the games clearly isn't a shiny. However since costumed pokemon can't be transferred to HOME anyway, I wish they went all in and gave it the lighter belly fur marking from the movie design. The little detective cape from the video game cover would have been cute too.

Anyway congrats to anyone who managed to find this one, default shiny Pikachu rating for me is 2, but I'll give detective Pikachu a solid 3.
