Yeah. Better than a lot of shinies
now this is a bad shiny. it changes but doesnt work at all
Would have preferred reversed yellow/black, but the blue is adorable.
The blue makes it kinda fun, can't decide if it's fun enough though.

Look within parking lots, cities, schools, parks and anywhere with a decent sized population. Also near the beach and within grassland locations.
